Use-case specification template

Urban heat

Specify temperature, humidity, radiation shielding, siting, calibration, and metadata requirements for comparable urban-heat monitoring.

1. Procurement decision

Define whether the data supports heat-risk mapping, cooling interventions, public-health alerts, tree-canopy planning, public communication, or policy evaluation.

2. Measurements and scope

  • Air temperature and relative humidity
  • Optional globe temperature, solar radiation, wind, or surface temperature
  • Station height, site type, land cover, sky view, and shade context
  • Measurement interval and averaging period
  • Calibration and comparability across neighborhoods
  • Metadata export for maps and dashboards

3. Climate and site exposure

  • Solar loading and radiation-shield heating
  • Wall, pavement, rooftop, and vehicle heat bias
  • High humidity, rain, dust, and insects
  • Vandalism and access limitations
  • Power and communications in street corridors
  • Seasonal maintenance needs

4. Minimum tender requirements

Require shield type, ventilation method, response time, calibration certificate, operating range, mounting constraints, metadata schema, sample interval, uptime target, and data export format.

5. Acceptance tests and scoring evidence

Require side-by-side comparison against reference equipment, inspection photographs, metadata audit, sample time series, calibration certificates, and a documented method for flagged or missing values.
