Requirement pattern

Each clause should state: what shall be measured, under which site or climate condition, to what minimum performance level, with what evidence, and how acceptance will be tested.

Requirement	Defines the obligation	The station shall provide air temperature, relative humidity, wind speed, wind direction, pressure, and solar radiation at the specified interval.
Condition	Prevents hidden exceptions	The requirement applies across the stated operating temperature, humidity, precipitation, dust, salt, and icing exposure profile.
Evidence	Makes bid evaluation defensible	The bidder shall submit calibration certificates, datasheets, mounting drawings, sample data files, and maintenance procedures.
Acceptance test	Turns promises into pass/fail criteria	The buyer shall verify telemetry, timestamps, metadata, siting, power failover, and sample measurements before final acceptance.
