Use-case specification template

Flood warning

Specify rainfall, stage, water-level, telemetry, power, and alerting requirements for flood-warning networks.

1. Procurement decision

Define whether the system supports public warning, road closure, pump operation, reservoir operation, stormwater management, or post-event analysis.

2. Measurements and scope

  • Rainfall amount and intensity
  • Water level or stage
  • Optional flow, velocity, camera, or soil moisture context
  • Telemetry latency and alert thresholds
  • Backup power and local data storage
  • Site metadata, datum, mounting height, and sensor offset

3. Climate and site exposure

  • Submergence, debris impact, scour, and sediment
  • Lightning, high wind, corrosion, and icing
  • Access during severe weather
  • Vandalism and animal damage
  • Communication outage risk
  • Battery autonomy during long storms

4. Minimum tender requirements

Require measurement range, datum reference, alert thresholds, telemetry interval, maximum latency, backup autonomy, enclosure rating, mounting survivability, local storage, diagnostics, and maintenance access.

5. Acceptance tests and scoring evidence

Require site acceptance tests, datum checks, telemetry failover test, alert-delivery test, backup-power test, calibration certificates, and sample event data files.
